电子海图在保障海警舰艇安全航行和提高其维权执法工作效率方面发挥着显著作用。要充分发挥电子海

图设备的功效, 就必须了解设备的缺陷, 每艘海警舰艇都应明确使用电子海图设备的各种风险源, 确定

风险系数, 并依此制定电子海图故障应急程序, 遇到紧急情况应启动电子海图应急程序, 切勿进行随意

的航行决策。只有不断提高海警舰艇航海人员的安全意识、职业素养和实操技能, 才能降低电子海图在

海警舰艇应用的风险隐患, 提升其维权执法的工作效率。

Abstract:
 

ECDIS plays a significant role in ensuring safe navigation of coast guard ships and

improving their efficiency in safeguarding legal rights and enforcement. To fully utilize

the effect of ECDIS, it is necessary to understand the defects of the system in the process

of its operation. Each coast guard ship should clearly define various risk sources of using

ECDIS, determine the risk coefficient, based on which ECDIS failure emergency response

procedure should be developed accordingly and initiated in case of emergency. No arbitrary

navigational decisions should be made. It is feasible to reduce the potential risk of

application of ECDIS on coast guard ships and improve the efficiency of safeguarding legal

rights and enforcement only by continuously improving safety awareness, professionalism and

practical skills of seafarers on coast guard ships.
