The national strategy for the expansion of recruiting a million higher vocational students in
government work report has attracted attention of the academic community. Higher vocational
education faces unprecedented opportunities as well as challenges. Changes in students’ scale
and type place higher demands on higher vocational teachers. With the aim to stimulate the
internal driving force of higher vocational teachers and establish a stable team with full-
time and part-time teachers, measures are taken, such as strengthening the leading role of
fostering virtue through education, establishing top-level professionalized design of “dual
qualifications”of higher vocational teachers, exerting the central function of teachers’
development center, strengthening two-way college-enterprise exchange, and converging the
strength of vocational educational group(alliance) and other measures to shape “dual
qualifications”teacher’s team that meets the requirement of the times to truly realize the
social value of recruitment expansion of higher vocational education.
